Roel Roy Rodriguez is the City Manager for the City of McAllen and President of McAllen EB-5 Regional Center. Mr. Rodriguez has over 30 years’ experience managing diverse fiscal, environmental and community areas. As President of McAllen EB-5 Regional Center, Roel is committed to assisting those who are interested in becoming permanent residents in the United States through the EB-5 Immigrant Investor Program.

Rebecca Olaguibel is the Retail and Business Development Director as well as the McAllen EB-5 Regional Center Liaison. She facilitates, maintains, and sustains Retail and Business Development within the City of McAllen. Additionally, Rebecca manages the McAllen EB-5 Regional Center. Under direct supervision of the President of the McAllen EB-5 Regional Center, Roel Roy Rodriguez, P.E., the McAllen EB-5 Regional Center is committed to providing opportunities for foreign investors to obtain permanent residency in the United States through the EB-5 Immigrant Investor Program.
